Abstract

Policing research has generally focused on easily measured outcome factors such as response time, force usage, and arrest. Empirical studies examining outcomes important to public legitimacy, such as police responsiveness, are less prevalent in the literature. Using observational and interview data from two medium sized cities (Indianapolis, Indiana, and St. Petersburg, Florida), the present inquiry examines how officers respond to noncoercive citizen requests for service during encounters, and the impact that situational and officer characteristics have on their willingness to comply with requests. Results indicate that officers comply with a majority of citizen requests, and even when they do not comply they often provide an explanation why. Encounters involving respectful citizens, wealthier citizens, White officers, and St. Petersburg officers were all more likely to result in compliance, while officers were less likely to comply with requests from younger and older citizens. moreover, encounters involving White citizens, a greater number of citizen bystanders, and officers with a higher level of education all reduced the likelihood that officers would provide an explanation for denying citizen requests. Policy implications and recommendations for future research and theoretical development are discussed.

TEMECULA, Calif. –  Authorities say a naked 12-year-old girl was discovered eating food out of trash cans in Temecula and her mother has been arrested on suspicion of child endangerment.

Riverside County sheriff’s officials say when police responded to a 911 call Thursday, they found the girl in a car where she was allegedly left by her 40-year-old mother, who was later arrested.

Dominique Prado tells the Riverside Press-Enterprise that she and her husband were in their yard when they saw the girl rooting through a trash can.

The girl was found in a BMW with tinted windows around the corner from the Prado’s home.

Prado says the girl was struggling to cover herself with a floor mat from the vehicle. she gave her an apple, children’s snacks and a bottle of water.

The girl is in protective custody and was given medical care at a nearby hospital for unspecified ailments.

An Alberta sheriff who caused a cancer survivor’s neck tube to dislodge and the man to collapse after carrying him out of the court house, was found not guilty for the unjust use of force and will not be criminally charged.

52-year-old Bill Berry lost his hearing and power of speech after battle with cancer, and is unable to breathe without the tube that goes through his neck. He entered the Red Deer court house and was trying to pay a traffic ticket when the sheriff, later identified as Thomas Bounds, approached him claiming he didn’t go through the security screening at the entrance. Berry tried to communicate with the sheriff, but he grabbed him and carried him through the door, causing Berry’s neck tube to dislodge and leave the man breathless. after going through a series of convulsions, Berry fell to the ground and collapsed.

Even though the security camera tapes show that Berry wasn’t showing any signs of aggressive behavior, the chief crown prosecutor Robert Coleman decided to drop all charges against Bounds, claiming there wasn’t enough proof that he was using unjust force. Berry is enraged with this decision and he is planning to file a lawsuit.
